The HEART/NSTA Trust continues to advance its mission of building a skilled, empowered Caribbean workforce by expanding access to high-quality, industry-relevant training for citizens across the region. At the Jamaica Pegasus hotel in Kingston on May 27, 2026, the Trust joined regional partners for the closing ceremony of the CARICOM Regional Digitization Initiative—an effort aimed at transforming how Technical and Vocational Education and Training (TVET) is delivered and experienced.

At its core, the initiative is about people. It ensures that more Caribbean citizens—regardless of where they live—can access consistent, high-quality training that equips them with the skills needed to improve their livelihoods, secure meaningful employment, and contribute to national and regional development. Funded by the German Government through GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit) and supported by SENAI, Brazil’s premier industrial training institution, the project brought together Jamaica, Barbados, Trinidad and Tobago, and Grenada to pilot a new approach to digital learning. This collaborative effort strengthens not only training systems, but also the ability of individuals to move, work, and succeed across borders within the region.

Expanding Access to Skills That Matter

Through the initiative, three Level 2 occupational programmes are now available in digital format via the Moodle platform at designated HEART/NSTA Trust institutions:

  • Waxing Technology – HEART College of Beauty Services
  • Tiling – HEART College of Construction Services
  • Baker and Cake Technology – HEART College of Hospitality Services

These programmes create new pathways for individuals to gain practical, job-ready skills in flexible learning environments. By removing barriers to access and allowing for more adaptable learning, the Trust is enabling more Jamaicans—and by extension, more Caribbean people—to take charge of their personal and professional development.

Building Capacity, Strengthening People

Jamaica played a leading role in shaping the initiative, with HEART/NSTA Trust instructors serving as key subject matter experts in the development of the digital curricula.

To ensure that learners receive the highest quality experience, these instructors participated in specialized training at SENAI’s advanced production facility in Goiânia, Brazil. There, they strengthened their skills in digital content development and online delivery—enhancing their own professional growth while building the region’s capacity to deliver modern, effective training.

This investment in educators is a critical part of the Trust’s human development mandate. By strengthening the capabilities of instructors, the Trust ensures that learners benefit from relevant, engaging, and globally aligned training experiences.

Empowering a Competitive Caribbean Workforce

The digitization of TVET represents more than a technological shift—it is a strategic investment in people. By combining technical skills training with digital learning, the initiative equips participants with the competencies required in an increasingly global and technology-driven economy.

It also supports greater regional integration, enabling a more mobile and competitive workforce that can respond to evolving industry demands across CARICOM member states.

The HEART/NSTA Trust commends CARICOM, GIZ, SENAI, and all participating ministries for their shared commitment to expanding opportunity, strengthening human development, and improving the quality of life for Caribbean people through skills excellence.
